Canada Eyes World Treaty to Deal with Spammers

OTTAWA (Reuters) - Countries may need international treaties to deal with large-scale computer spam, because individual governments cannot deal with the problem by themselves, Canada said on Tuesday.

Canada's Industry Minister Lucienne Robillard told Reuters there was an urgent need for an international effort, perhaps a treaty, that might even include the extradition of suspected large-scale spammers.

Fraudulent e-mails designed to draw credit card and bank details from Internet users passed the three billion mark in April, according to San Francisco-based Brightmail, one of the largest spam e-mail filtering firms.

Officials said the treaty idea is also being discussed at the Asia Pacific Economic Cooperation forum.
