Shelley Cobos reviews the advantages and disadvantages of the current mechanisms in place to regulate spam on the internet. Cobos proposes a two-tiered registry system under federal control by which legitimate unsolicited commercial e-mail, better known as "spam," may be separated from illegitimate spam so that the Internet's potential will not be rendered superfluous. Cobos finally explores the limitations of such a two-tiered registry system due to the topology of the Internet.
